Personally I'd check the rest of the fuelling system:-

Injectors - Could need a clean
Fuel Filter - Possible small blockage, limiting fuel
Fuel pump - Possible needs replacement, not able to produce suffificent fuel pressure

HTH

I doubt anything to do with the filter itslef will cause it to run like crap - my induction piping collapsed under vaccumn and it still ran fine whilst drawing air through a few 1mm or so holes, it was just a bit slower.

Is it misfiring or spluttering?

Get a K&N element to go in the standard airbox.

The filter is fine. Looks about the same as the one on my 300+Bhp skyline so will be more than enough.

I think someone had it spot on a couple of posts up. The "ribbed" section of rubber hose that was the original part is probably collapsing when you get to 4500rpm. Happened to my GTi too. Try revving it while someone looks under the bonnet (foot flat from idle to over 4500rpm, don't be a p**sy with it. But lift off before you hit the limiter or red line). See if you can see it collapsing. Solution for that would be to buy an angle of samco hose which is quite cheap www.samcosport.com

Of course checking things like spark plugs is always a good idea anyway.
