My father bought such a car and compared to the 1.6 mems1.9 rover 400 i had the 45 feels very sluggish and not nearly as responsive. Is this to be expected from mems3?

Should be exactly the same.
Check it doesnt have a restricted throttle butterfly.
Check lambda
Check timing belt is timed properly

There are throttle bodies, in which the butterfly does not open completly. 
This was to reduce power for insurance reasons.

Easily checked and fixed.

I didnt think they fitted restricted throttle bodies to anything but the 1.4 84ps models?

I looked beneath the accelerator pedal and found a small block welded on which kept the throttle from being fully opened.

You need to take the pipe off and throttle body, press the throttle and look.
Obviously the flap should open 90 degrees, if it doesnt, its restricted.

Mems 3 can be remapped by Kmaps to offer a bit more grunt and also improved mpg on normal drivinh

He can sent you a flat 1.6 remapped ECU you could swap. Best bet would be to contact Kmaps and see what options they offer.

Alot of the mapping is to tweak sections on the map where they retard ignition/fueling to meet emissions at the time of sale (not MOT).
The new map will be how they wanted to run the engine originally, before tweaking it to meet tight emissions and less responsive for a smoother pull off. Bit like VW diesels did but without the cheating

the car should run nearly the same as the older one.
so if it is sluggish i would look at other problems, like broken CTS, or similar. happily MEMS3 is OBD2 compatible so any reader should at least give an overview and read DTC.
