yellow pages, should find someone in there who can refinish wheels.
Not sure about your end of the world but know a couple up here.
Expect to pay £35-£50 per wheel to be blasted and powder coated.

Location: Carlisle - Cumbria		i did mine myself. cost me just over £20 for paint/primer/laquer and couple of quid for sandpaper
they look as good as new,if not better
