Can I run 135 cams on standard 1800 120bhp mems1.9 and standard ecu?

See no reason why not, should have enough fuel for it on the 1.9ecu.

You'd need to fit a distributor peg to the exhaust cam to make it work.

Because you are running a mems 1.9 ecu, you will need the distributer rotor arm drive peg/pin to be fitted
into the end of the cam so as to run a dizzy cap and ht leads, it needs to be timed in correctly when fitting
it so as the rotor arm points to the right post on the dizzy cap for the right cylinder.
If you use the VVC ex cam for the peg, the end of the cam will have to be machined out so as to be able to accept the drive
peg, or I think it will go straight into the 135 cam, but you will need to fix the dizzy cap assy to the exhaust
side of the cyl head if using the 135 cam on the ex side.

Note that for installing TF135 cams into a car equipped with the older MEMS1.9 you will require a distributor drive - Bush-Drive Spindle, Distributor, part number NJJ10001. The alternative is to cut the distributor drive from your existing inlet cam: it's your call.

The VVC exhaust cam needs machining to accept a dizzy drive peg when used on a distributor engine.

found them too quotes on the interwebs but still not 100% sure

okay so now i understand but will the bush drive spindle distributor knock into the end of the vvc ex cam? or need machining?

so it would be easier to use 135 for inlet?

In the past I've burned out the pegs from 8v camshafts put an M10 die down them and just screwed them into vvc camshafts. No need for machining. Isn't that hard to time up and its also another way to advance or retard the ignition timing.
