Sounds like a alarm problem, do you have a standard rover 100 5a's alarm on the car with a 2 button fob?

could well be but when i had the problem all i did was keep trying to start by the rocking motion and eventually i got it too go and after sum amount of pulling varios sensors it was an air sensor not shotting the throttle and then the throttle sensors was not at zero so it wouldnt start

Do the headlights dim when you try the starter?

Alex.

yes they do

if thats happening there must be a large current draw from somewhere as its trying to start.

most probably the starter motor has siezed. use a long bar and a hammer to give it a wack and try again. if its not different after a couple of goes, disconnect the battery and make sure the power cables to and the earth connections from the starter are good, then reconnect the battery making sure its connections are good.
