| The parts will cost hardly anything, it is the work that is costly if you have to get someone else to do it. Also, what is the body of the car like, if it is likely to need lots of welding then you might be better off finding a later injection Metro or Rover 114. (Insurance wise it doesn't realy matter what you start off with once you stick a big engine in).
A 1.1 carb will require alot of rewiring and components changing an adding. Practically alot, where an injection model is almost plug and play.
I'd say find an spi Metro or 100 as there are more of them than MPi and put a 1600 in but use a 214 SPi inlet with a single Rover 820e injector. That saves rewiring, re ECUing and most of all changing the fuel pump which is a pain. plus you'll still end up with 110 brake or more.
